get_decision_history

Past human decisions on catalogue events, as structured rows: a label (good, bad, uncertain, blast), a timestamp, and whether a note exists. Operator identity and note text are never returned. The session fence applies; some profiles hide the tool entirely so a reviewer never sees another person's labels.

A human label is a prior, not the truth. Operators disagree, and good includes events they recognised as real even when the automatic location was a teleseism. Use the counts as a spatial-temporal context (a quarry that is often labelled blast by day), then measure the present event.
